unable to run phoenix desktop or phoenix 0.58

im using a windows xp vm and they both come up with a runner when a run the phoenix desktop setup and the phoenix 0.58 application "the application failed to initalize properly (0x0000135). click ok to terminate the application" thats the error i get for both of the applications and ive closed other instant messenger applications too
