AIM 2.1 Public Group Chat

Just wondering if public group chat is even possible on AIM v2.1?
I've tried clicking on the links on this website and they do nothing, and I can't find anything in the client itself that seem to reference public group chat, so I'm suspecting it's a feature that was implemented later...
But I'd love to know for sure!
