From what I can tell, Phoenix Desktop does not support Windows XP yet. I get an error when attempting to run it on Windows XP as well.
However, I still haven't tried that hard yet to attempt to get it running.

I have not tested XP but the goal is for XP and maybe 2000 with patches to be able to run.

I have tested Windows XP, and as I can see, it just puts out an error about the requested security protocol not being supported. If I continue, it goes to the updater which sits there.
So nope, Windows XP isn't supported. :D
